Patients not Passports is a national campaign to oppose migrant charging in the NHS. Since 2017, migrants from certain groups have been charged upfront for certain kinds of healthcare, or retrospectively hit with bills after accessing emergency healthcare. These bills can be as much as tens of thousands of pounds. These charging policies represent the creep of the hostile environment into public services and are opposed by healthcare workers and allies because they create distrust between migrant communities and the healthcare service, act as deterrents to attending healthcare facilities, and harm public and individual health as well as the premise of universal access to healthcare to which the NHS and the WHO are committed.

The Patients not Passports campaign organises to oppose hostile environment policies in the NHS and for universal healthcare care accessible to all, and is active here in Bristol.
